El-Shehab Foundation for Comprehensive Development is a non-governmental organization working on the development of informal areas and supporting the most disadvantaged populations and socially excluded communities to improve the social and economic situation within such communities. In the frame of Egypt strategic interventions to end HIV/AIDS by 2030 as public health issue, El Shehab is working in partnership UNDP in a project aims at supporting vulnerable populations and people living HIV in Cairo, Hurghada to access quality healthcare services.

Service provision pillar:

The organization established drop-in centers and community-based centers in different informal areas in Cairo and Alexandria to provide a stigma-free, comprehensive package of services including psychosocial, legal, and medical services as well as voluntary testing and counseling for HIV and other blood-borne diseases. These services target mainly women in their diversity including survivors of violence, domestic workers, people living with HIV, key populations, and their partners. To provide impactful services, the organization applies a robust case management system that allows service providers in the organization to trace changes and make informed decisions regarding the cases and services that beneficiaries need to be enrolled in, etc. Building strategic partnerships and strengthening the institutional capacities of the relevant actors: The second strategic pillar is building on El Shehab’s longstanding experiences and emphasizes strengthening the institutional relationship with different service providers including governmental entities such as the Ministry of Health and Population and Ministry of Social Solidarity as well as with Civil Society Organizations to transform these organizations’ available services to be significantly responsive for vulnerable populations. Tangibly, El SHEHAB signed an MOU with MoHP represented by the Assistant Minister of Health that booster the relationship between El SHEHAB Institution and MoHP to better= address the needs of most excluded and vulnerable populations.

Job Duties and Responsibilities:

• Preparing accounts and tax returns.

• Monitoring spending and budgets

• Auditing and analyzing financial performance

• Financial forecasting and risk analysis

• Monitor and manage expenses within the allotted budget

• Tracking payments internal and external

• Preparing budget forecasts

• Processing tax payments and returns

• Compiling and presenting financial and budget reports

• Ensure that financial statements and records comply with laws and regulations

• Keeping account books and systems up to date

Experience and Qualifications:

Bachelor’s degree in Commerce & Business Administration/ Accounting, Finance.

Experience in working with NGOs is highly recommended

Ability to work in a team and in a challenging environment

Neutrality, flexibility and respect for diverse populations is required

Excellent knowledge of written and spoken Arabic; English language will be an

added asset

Good working experience with computers, including Microsoft Office

Reporting effectively to management verbally and in writing

Excellent knowledge of accounting regulations and procedures

Terms of Reference:

The Project Accountant will work under the direct supervision of the Project Manager and the overall guidance of the Al Shehab Foundation’s Financial Manager.

Responsible for daily bookkeeping of the financial entries with prope supporting documents within a sound financial system.

Prepare the monthly bank reconciliation reports for different bank accounts.

Implement and enforce the internal control measures in the project.

Prepare a variety of detailed accounting, statistical, and financial statements or reports requiring analysis and interpretation.

Participate in the preparation, evaluation, justification, and maintenance of budgets and budgetary controls.

Report to the financial manager with regards to any matters related to his/her accounting work, as well as any suggestions/recommendations on financial management during the weekly staff meeting.

Prepare the monthly and quarterly financial reports to be presented to the donor.
